I think every American can think of many priorities, including health care, housing, and American infrastructure, where that money would be far better spent.
The Constitution gives Congress the power to declare war — not the President. Certainly, Venezuela’s Nicolás Maduro is a brutal dictator, but that does not give President Trump a blank check for launching another military conflict. Congress must reassert its constitutional responsibility over decisions related to peace and war, regardless of who is in the White House.
Further, any U.S. military action must be grounded in a clear strategy that advances our long-term national security objectives and complies with the law of armed conflict. The War Powers Resolution of 1973 requires the President to consult with Congress before introducing U.S. forces into “hostilities” or “situations where imminent involvement in hostilities is clearly indicated by the circumstances,” and to notify Congress within 48 hours of having done so.
