can one move to cuba from the u.s.?

I think it's very complicated, there is still no free travel between the U.S. and Cuba.

Would you have to be a refugee to move there and then not plan on returning any time soon?

So, I am not sure.

Seek "Asylum". There's flights from Mexico, and probably Canada.

yes, you can get there, no problem. I have been there about 5-6 times. I flew in from Florida most of the times.

It's the moving there permanently that's the question.

Do you know the answer, or are you just talking about vacations?

Well we know that they've taken in Americans in legit danger, seeking asylum, in the past. Assata Shakur comes to mind, immediately. I feel like Phil Agee may have stayed there, while on the lam, at one point, as well. Since there's no Embassies here, you'd need to inquire from one abroad. I don't know their official position.
