The RICO portion of your discussion makes me wonder if it will be possible to prevent an out of control “security” agency of state from colluding with financial institutions to block ordinary transactions (bill payments; purchases of necessities & even non-essentials) of citizens exercising their supposedly constitutionally protected rights.
